Hi, Quantum security groups works with IP overlapping environment and I believe Grizzly Quantum truely supports IP overlapping. For example, the iptables based implementation takes into account the interface name in addition to IP addresses, so it works with overlapping IP.
One thing to be noted is that there are plugins without Quantum security groups and use Nova security groups. In this case overlapping IP must be disabled in quantum.conf.
