I have only driven a 38 tonne artic once and that on a training ground but  
my guess is that it is 'because I can' or maybe 'think I can'. The truck driver 
 enjoys two great advantages, he/she can read the road conditions much 
further  ahead than any car driver, especially in traffic, and the truck brake 
system is  probably far superior, even running at full load.  Where the case 
falls  
down is that some emergency situations relate only to the vehicle being  
tailgated, eg mechanical failure with no warning signs  (partial engine  
seizure 
on a two stroke motor bike, transmission lock up in a car with an auto  
gearbox, death at the wheel and , rather more visibly a wheel and half shaft  
parting 
company with the parent vehicle)
 
I don't condone it.
