Fixing a towbar and hiring a trailer - is not a straightforward option as  
you would have to be very careful that the combined weight of the trailer and  
the 2+2 does not put you over the weight limit for towing with the Focus.   If 
you can find one the better option is to hire a towing dolly which you would  
use to tow the 2+2 with its rear wheels on the road.  The only snag is that  
you would need to find a towing dolly with brakes.
 
Provided you are travelling to a pre booked test, as Jim said, you would  not 
need road tax but you might have to prove that you were travelling directly  
from Bristol to the test station, if asked.
