This is one of the things that may have changed between different
versions of the Highway Code.
The online version (which should be current) has rule 133 being about
lane discipline (another area which needs improvement, but outside of
the scope of this discussion).

But I was pretty sure there was something about fog lights not being
used unless visibility was less than 100m.

However a quick check of the online Highway Code shows rules 226 and
236 applicable to foglights, but shows the 100m figure applied to
headlights, not foglights.
And it's only a guideline anyway.

Either way, it's still pretty clear that all the Saxo/Nova dimwits are
being naughty.

You MUST use headlights when visibility is seriously reduced,
generally when you cannot see for more than 100 metres (328 feet). You
may also use front or rear fog lights but you MUST switch them off
when visibility improves (see Rule 236).
