Could be simply that the seller bought a car in faith marked up as a
1.4 but which has been mucked about with by a previous owner.
It might have been driving around for years without valid insurance
due to owner failing to declare the engine swap and capacity increase!

There are a couple of small but significant differences with the
blacktop engine; the main one is that the water pump sits in an
extended housing, offset to the side of the crank.
It's designed to be driven by the back of the serpentine belt i.e.
revolves in the opposite direction to the crank.

Unlike the Silvertops, Ford never did any blacktop cars where the pump
was driven by the grooved side of the serpentine.
The aircon pump serves as an extra pulley to change the direction, but
you probably won't be using that in a Q.
No factory impeller is available which works with the pump turning in
that direction. Silvertop impellers won't fit.

Plenty of people use these engines in kitcars with the pump going the
wrong way, apparently without problem.
But I preferred to do the job properly by importing a custom impeller
from the states, cost was around £80 all-in.

I still had to make up a grooved pulley though; used the outer rim of
a Fiesta item, welded to the middle from the original pump pulley.

Burton do a water rail to replace the original thermostat housing, if
you need to, but it isn't cheap.

This is possibly one of the main reasons why the blacktop engines
don't seem to fetch much money.

Might be worth mentioning, though, that most kitcar shows have
somebody selling a brand new, warranted and crated 1.8 or 2.0 blacktop
engine complete with nearly all the bits for around £600.
If you're going to spend £200-300 on getting this engine fitted and
working, it might be better to spend the extra and get a far better
engine for it.
