A gas vent from the top of the tank connects via a solenoid operated valve to the carbon canister where the HC is scrubbed out and fed to back to the inlet manifold. When the engine is switched on the valve is opened periodically when the ECU thinks it most appropriate so to do. At other times if the tank gets warm then the petrol vapour builds up and increases the pressure in the tank by some small amount, probably less than 0.1 bar, so is of little consequence. If your filler valve is maintaining this pressure then it is doing what it was designed to do, i.e hold a positive pressure in the tank but let in air if the tank pressure goes negative.

No one else has asked so I will.... Are you sure that it's not
supposed to do this?  If you've got a Zetec then I'd expect hissing
whenever you remove the filler cap as, like with most fuel injected
engines, it keeps the fuel system pressurised.
