 I assume his young children use a booster when in his other car.
 
If that is the case.
You can have children in the back of a 2+2 on a booster seat with a lap belt 
fitted.
Although I and most parents would prefer it if a three point seat belt is used.
 
If they do not use a booster seat in his other car, then a lap belt is fine.
 
If his small children use the seat that looks like a small bucket seat, then 
this MUST have the three point seat belt, that we have for the front seats.
So only one child can go with him.
 
This is from my own experience, I'm sure there is some government legislation 
you can check.

I have a guy interested in buying my 2+2, but he has two small children. At
