K is for kelvin. This is the colour temp of the light. Nothing to do with power 
as such. 

I use 6500k lighting in my office, this is like sunlight very bright and some 
would say harsh light. 

I honestly think these HID lights factory fitted or otherwise should be banned. 
They are blinding coming from other cars especially on bumpy roads where you 
get this blue white sharp light flicker. It's bad enough in my every day car 
with auto dimming everything and tinted windows, unbearable in a low old kit 
car with no-tech. 

Either way as barnacle says retro fit are not quite legal. I recall you need 
specially designed headlight lenses, auto levelling and headlight washers as a 
minimum. 

If you really want "look at how cool I am lights" then just get standard 
halogen bulbs with a higher colour temp, apart from if anyone looks at how the 
lights 'start' no one will tell the difference. They are about a tenth of the 
price of a HID kit.
