I am very much a fan of an extra light coming on for brakes. It is far more 
visible than a lamp getting brighter. An on off comparison registers far 
quicker than a brightness comparison. There is a piece of kit available in the 
US that converts the third brake light into three sections. On application of 
the brakes the two outer sections flash alternately and quite rapidly before 
coming on steadily while the centre echoes the normal brake lamp. I like the 
idea but am unsure of its legality. the controller for this would cost pennies 
to make and just a couple of hours design and build.

I guess it depends if you must have a separate fog light or not and which ones 
can be layered on top. 

1. Side/brake red
2. Direction yellow
3. Side/Fog red
4. Reverse white

I'm wondering what you need to legally show if you are reversing with hazard 
and fogs and sides all on. 

I'd go for 2 'lights'

1. red with three bright levels, low for side then medium for fog *or* brake, 
and high for fog *and* brake. 

2. Reverse and directions in one

No idea on the regs although I think there are two pieces of relevant law 
(vehicle lighting and construction and use)
