Yes, the cap won't make any difference until the water somewhere in the engine gets to 100 degrees. Then that water will boil and the steam will chuck all the water out of the reservoir.

I have a similar problem, mine always seems more warm than id like
Ive got a cooler stat and low switching fan switch but I still don’t
like it

though if im not mistaken, the pressure in the rad cap only allows the
water to go over 100c without boiling, if your still under 100c the
cap wont make much difference? I may be wrong

Though ive found the gauge in the dash to be hit and miss so its best
to get a separate reading from a matched gauge with sender and / or an
infrared thermometer
