Soak the broken bit in the caliper with WD40 and let it dry in, then use one of those sprays that freezes it such as part No LS170 on www.beal.org.uk. Then drill with a left handed drill bit (honest, they do exist). As the drill bit bites in it should unscrew the broken nipple. You can try the left hand drill bit without the freeze spray first if you want.
