I believe it is in force but you get a couple of warnings first.
If it's something i want i always ask the seller if there is a price for
ending it early, just so i know, and can negotiate if they want to sell
that way.
Can be embarrassing if they say no and post the answer at the bottom of
the auction but I've yet to have anybody report me to Ebay.
But, on my auctions i don't end them early.
