Thanks everyone. I got it working. The bracket wasn't in place correctly so 
when I was turning the screw, nothing was happening. 

They are now as high as they can be but it still might not be enough. I'm 
taking it down to the garage who will be doing the MOT again to get the lights 
tested/aligned. I just hope they are high enough if not I'm in trouble!

They must be high enough though because how did it pass the previous MOT's? 
This is the first time I've had an issue with the lights.
