Assuming it's not just low on water.
Which pipes are hot ?
The hoses to the rad should not get hot until the stat has opened so if they
are getting warm soon after the engine has been started then the stat is
stuck open, this is the most common failure mode for Zetec stats and i've
had some pattern ones last less than a year.
Another possibility is an airlock.
Take the small pipe off the stat housing that goes to the reservoir and make
sure you can blow through it.
Also check the hole in the stat housing is clear where that pipe goes on.
This is the pipe that air bleeds out of the system so if it's blocked air
can build up in the head.

Subject: [Quantum Owners] Thermostat or Not?
Hi.
Within the last few days or so, the temperature gauge has been sitting at
the very bottom pretty much. (Normally it sits at halfway). The pipes are
hot but I'm not getting any hot air even when I've been driving for a while.
Just not however the needle did raise a little. The engine is a Mondeo 1999
Zetec 1.8.
Is it the thermostat or not and is it safe to drive? Thanks.
