The 2+2 build manual i have says in Chapter 16 (page 47) “Position the steering rack onto the frame, insert two M10 washers between the steering rack and frame on the driver's side mounting and one M10 washer under the passenger”
I think the M10 washers that Quantum supplied were about 2mm thick. Looks like just one in your picture, if there is only one on the passenger side as well then it will be bending the rack.
