As a work-around, this file from another Leopard machine may be
copied to this location (using sudo) if it is missing. It has not
changed since Leopard.
Yep, it's there, and you're right, according to the terminal, it
hasn't been modified since September last year.
So I'm guessing the problem is with IB or the XCode tools, and not the
palette.
