Actually, on further investigation, it seems that copying/cutting a patch with a published output, then stepping into an environment patch and trying to paste it there will consistently result in this error
All of the "Environment" patches are "Renderer" patches (pink titlebar) and, due to QC's graph evaluation model, Renderer patches cannot have outputs --- so it makes sense that you wouldn't be able to paste a patch with a published output into an Environment. (However QC could certainly provide a more informative error message..)
