Yes! I've had this problem when building apps, and I've also noted missing alpha control in a couple of popular QC based apps designed for editing still image, which has led me to think this is ubiquitous. I've been able to access alpha by using an RGB patch (as you say), but I no longer get the color chooser panel if I have to set something up in that way.
Having the opacity appear in the color chooser panel is totally necessary, as it gives users that don't know anything about what "alpha" is, quick gratification. For a user to have to see individual color channels to get that control option is way too obscure. My need for Opacity(alpha) is pegged at 100%.
