It sounds like you are doing something wrong.  I'm guessing that if it's a new 
PC that it probably has SSD (Solid State Drive) correct?  If that is the case 
then it just boots up a bit faster than normal hard drives (as is relative to 
this case).  Look up the BIOS or Boot Option keys for your PC online and then 
as soon as you turn it on press one of those repeatedly.

It is usually just a game of speed at that point.
