The first priority should be to setup a working netVM. Then you can install Fedora 24 and anything else you feel is missing.

If you create a 'sys-net' using Debian 8 as the template, are you able to add the networking interfaces that you need? For example, if you have an external USB Wifi dongle, can you add the USB controller(s) to sys-net and then use the dongle?
