Perhaps your template doesn't have the firmware installed for the UMTS device? Perhaps the Network Manager list could be more helpful with this issue.
Also, its usually best on a laptop to add all USB controllers to the Devices tab. This is because they are usually all one device masquerading as multiple devices.
