After setting UEFI/Legacy Boot to "Legacy Only" and Boot Priority to "Legacy First", I was able to complete the installation and setup process. Qubes is now running, although with a bunch of errors.
I'm going to experiment to see if I can get it working with UEFI. I'll try @awokd's advice and post my results.
