I observed the following:

Starting a vm with 
$ qvm-start --hddisk dom0:dataimage.img vm-name 
makes the devices widget disappear.

But luckily
$ python3 -mqui.tray.devices &
re-creates it again.

Starting a vm without an external HDD image leaves the widget untouched.
