Try to clear dnf's cache first (`sudo dnf clean all`) and see if it helps.

If not, remove the packages (eg. `dnf remove "hplip*" libsane-hpaio`), update the vm, and then try to reinstall the packages you've removed. But clone your VM first to have a backup in case things go wrong.
