If any one is interested there's a prebuilt debian-9-minimal template currently available in itl-testing. You can install it: qubes-dom0-update --enablerepo=qubes-template-itl-testing qubes-template-debian-9-minimal
The template is a little smaller than stock stretch, and somewhat leaner. To get root you'll need to use 'qvm-run -u root <qube> xterm'; install qubes-core-agent-passwordless-root (and polkit) if you want that feature. If you have any comments or suggestions for debian minimal post them here. There's no documentation as yet, but the Fedora-minimal guide should come in handy.
