Templates in testing, like packages, are built as part of the build infrastructure. -for an idea of this see https://github.com/QubesOS/qubes-issues/issues/3935 Authorised users can trigger builds of templates which will be placed in testing. So the packages in testing are as trustable as any other package produced by Qubes. Authorised users can trigger movement to stable "when it's ready".
