My guess is that your keyboard is connecting via USB (perhaps indirectly via Bluetooth in your case). When installing Qubes with a USB keyboard, the installer doesn’t create sys-usb for you. The Qubes article describes how to create sys-usb manually, but it will only be able to manage the USB controller(s) your keyboard is not connecting through.
