Community,

I am attempting to install Zotero to my Fedora-30 template so that I can then
use it in my personal template.

There is no RPM package for the application so I have to download the tar.bz2
file. I extracted in /opt and then copied the desktop file over to
/usr/share/applications . I then ran the command in Dom0 to update the
Fedora-30 appmenus.

You did this part in your template, then shut it down, right? And next, booted up your AppVM and did the following? The sequence is important.

Then refreshed the appmenu in the personal appvm and the entry appeared and
was added. However, when I click on the entry in the appmenu for the personal
appvm, that program will not start. Is there a link from the personal appvm to
the fedora-30 template that I'm missing? I've never added a program manually
to a template vm or appvm before. Thanks for your help!

You might have found it already, but see https://www.qubes-os.org/doc/managing-appvm-shortcuts/.
