New issue 1301 by epmclellan: Drag and drop in hierarchy treeview is slow

To reproduce this error:

Drag a description from one parent level to another in hierarchy treeview
Resulting error:
================
There is no error, but the drag and drop appears not to work at first
because it is working slowly. The description appears to stay where it is
instead of being dropped into the new parent level hierarchy. Then it
suddenly disappears from its original location and appears in the new one.
Expected result:
================
The description is dropped into the hierarchy as soon as it is dragged
there.
