New issue 1300 by epmclellan: Can't export multilingual descriptions

To reproduce this error:

Export a description that has been translated
Resulting error:
================
The translated version is not exported, only the version in the current
language view
Expected result:
================
Both translations should export; otherwise, multi-lingual descriptions
become monolingual in the system you're exporting to.
Note that this is not a defect of qubit but a shortcoming of EAD and other
export standards.
