New issue 1309 by vangarderen.peter: Main menu not scalable (runs out of
room to add more options)

To reproduce this error:

1) Add new menu options under 'Add/Edit' or 'Admin'.
Resulting error:

At some point there is not enough horizontal space to accommodate the new
options, they are bumped below the existing options.
Expected result:
================
* Option1: using a pure xhtml list/css layout, convert the menu to
horizontal drop-down. See http://www.cssplay.co.uk/menus/dd_valid.html
* Option2: using a pure xhtml list/css layout, move the main menu to a left
vertical column and convert it to a vertical drop-down. See
http://www.cssplay.co.uk/menus/vertical-list.html. Because this introduces
a new left-hand vertical column to the layout it would require further
logical re-organization of the global layout. So its a more obtrusive
change than option1.
