New issue 1423 by epmclellan: Cannot drag and drop into information object
that doesn't already have descendants

To reproduce this error:

1)Create an information object with several descendants
2)In treeview hierarchy, drag one descendant and drop it into another
Resulting error:
================
The drop appears to work but you can't expand the information object into
which the item has just been dropped. When you navigate the hierarchy, the
dropped item reappears in its original place.
Expected result:
================
Item should be dropped into new parent.
