New issue 1529 by [email protected]: When creating new user translation
languages don't "stick"

To reproduce this error:

1)Create a new user
2)Select one or more translation languages
3)Save the user
4)Edit the user
Resulting error:
================
The specified translation languages are missing.
NOTE: The translation languages are saved as expected when *editing* an
existing user.
Expected result:
================
The translation languages should be saved.
