New issue 1600 by epmclellan: Remove default behaviour of breaking out
multi-page files into single-page child-level objects

Currently, when a multi-page object is uploaded it is broken out into
child-level objects for each page. However, this looks messy, creates a lot
of objects that need to be maintained and is of limited utility to the
end-user.
Some users may prefer to keep this behaviour, however, so make the
default "off" and allow the user to configure it to "on".
