SKOS recommends that no two terms share the same preferred label:

I think we should follow this practice and not allow identical preferred labels within the same language/culture. Allowing multiple terms to share a preferred label also introduces user interface problems when trying to differentiate the desired term in select (autocomplete) fields such as the "Broad term" field or the "Subjects" field.
