through "narrow terms" input when the name already exists

If you use the term creation form, you'll be able to create narrow terms
where its names can coincide with existing ones. However, this is not
possible if you use the "narrow terms" field in the creation form, because
inserted terms are ignored if names coincide with other terms in the same
taxonomy.
We should set the same policy anywhere, don't you think so? In my opinion,
we should allow to insert names which coincide with others in the same
taxonomy but NOT in the same level.
