New issue 1859 by epmclellan: Wrong start/end year when using uncertain
dates

To reproduce this error:

In information object edit screen, enter an uncertain date in the Date
field - for example:
1)[193?] - 1977
2)1932 - [197?]
Resulting error:
================
In the first example, the start year is automatically filled in as 193. In
the second example, the start year is filled in as 197 and the end year is
filled in as 1932.
Expected result:
================
In the first example, the start year should maybe be 1930. In the second
example the start year should maybe be 1932 and the end year should be 1970.
