To reproduce this error:

1)Log in as a contributor
2)Go to Add > Terms in the main menu
Resulting error:
================
Term create screen opens. However, the user can't select a taxonomy
(nothing appears in the auto-select field).
Expected result:
================
Term screen shouldn't open - user should get an "Access denied" page
instead.
