New issue 1897 by epmclellan: When default publication status is published,
unauthenticated search doesn't retrieve child-level descriptions

To reproduce this error:

1)In Admin > Settings > Global, set Default publication status to Published
2)Create an information object and add one or more child levels by
clicking "Add new" in the edit template
3)Log out
4)Search for the child levels
Resulting error:

Child levels not retrieved in search
Expected result:
================
Child levels are published and should be retrieved in search.
