New issue 1904 by [email protected]: Importing EAD file with
Identical repository and creator name results in missing repository name
for all subsequent imports

To reproduce this error:

1) For an institution with no descriptions in the system, import a
description where the creator name (<origination>) is identical to the
repository name. E.g. see attached SSPLLHR-BioColl.xml
2) Then import a file from the same institution, but with a different
creator name. E.g. see attached SSPLLHR-Dill.xml
Resulting error:
================
The repository name is not linked to either description, and is not found
by browsing archival institutions.
On the other hand, if the second file is imported first, and then the file
with the identical creator/repository, the repository name is correctly
linked to the second description.
Expected result:
================
A repository record should be created, even if the creator name is the same.
