I'm very pleased to see this development - periodic updates via batch import is going to be something we'll need for SAIN, but unfortunately an automated approach is out of scope of our current project.
But I wanted to comment about matching existing descriptions. Using fonds title would be quite risky, I think. At the very least you'd want to also match on repository. But even then, what if the change to the description is to change the title? (e.g. correction to a typo, or to reflect an organizational name change). This approach would also not be extensible to discrete item-level descriptions, e.g. photograph descriptions not linked to an authority record, where identical titles even within a repository would not be unusual.
While this wouldn't necessarily be possible in all cases (depending on the practices of the contributing institution), the ideal for me would be to match on a "source ID" field, i.e. the identifier from the contributing system (that would not be publicly displayed in ica-atom).
