As a partial attempted response to comment #3:
The answer to #1 is that <eadid> is the element designed for this. There
are various conventions for populating it, but it's supposed to be unique.
#2 is tricky, but my thinking is that this feature would at least only be
initially useful if there is a unique identifier at both ends. Without that
there would need to be some ability to configure what you're matching on,
possibly even allow manual verification (manual matching and unmatching).
Which gets complicated indeed.
#3 - I think you'd need to append or prepend something like repository code
(or the actor id, say)
