object from migrated data

To reproduce this error:

1)Migrate data from Release 1.1 or earlier which *doesn't* have a
publication status for all information objects
2)Load data to Release 1.2
3)Click on information object with no publication status set
Resulting error:
================
Fatal Error:
No publication status set for information object id: 325
Expected result:
================
Need to set publication status for all information objects in migration.
No Fatal errors.
