archival description edit template only in English not translated

To reproduce this error:

1)Select language other than English. Open Edit Archival description
template
2)Go to bottom of the template and the Administration Area (for selecting
draft or published status) is in English only
Resulting error:

Administration Area label is not translated
Expected result:
================
Administration Area label should be translated to selected language
