New issue 2283 by [email protected]: Update administrator UI for staged
import

Release 1.3 will include CLI tasks that split import into multiple staged
process (upload, parse and validate, save, index, publish) to improve bulk
import scalability
Release 2.0 will add an admin GUI for these tasks as per pp8-13 in these
wireframes:
