New issue 2284 by [email protected]: Error response to Administrator
trying change active status to new user account or edit new user account.

Scenario One: To reproduce this error:

1)admin -> create new user account
2)mark as active
3)save user account
4)edit user account
5)change password
6)select save
Scenario Two: To reproduce this error:
1)admin-> create new user account
2)save user account
3) edit user account
4) mark as active
5) select save
Resulting error:
================
the username or email address is already in use
Expected result:
================
as admin, able to change user password
as admin, able to mark users as active and inactive
This error also occurs if you add a user, assign them to a group and save.
Then try and go back and assign the user to another group. OR mark the user
account as active. Same error.
