Our general policy is to keep i18n strings integrated and not break them up, to avoid problems with mismatched declensions, etc.
In this case, "This is a mandatory element" is complete sentence, so I think it should be safe to break it out as a separate string?
P.S. Jessica has suggested "This element is mandatory" as a shorter version of the same sentence.
