OFF - Admin must enable to turn on.

The accession module should be OFF by default for DCB.
Admin can enable the accession module.
We need to provide instructions on how to enable. (Note: DCB User Manual
will include the accession module, just in case people want to know how to
use it)
DCB online demo should have the accession module removed?
