From the EAD listserv 25 Apr 2012, an update from the co-chair of the
technical standards committee (responding to a similar question):

...as co-chair of TS-EAD I wanted to respond in the context of the upcoming
revision of EAD.
One of our stated points of emphasis for the revision is "Improving the
functionality of EAD for representing descriptive information created in
international and particularly in multilingual environments." Toward that
end we have reached a preliminary agreement to add language and script code
attributes to all non-empty elements in EAD. The language code attribute
may be xml:lang, or something similar.
Regardless of how the details are finalized by the Schema Development team
I think it is safe to say that the next version of EAD will make it much
easier to create bilingual finding aids in a predictable and
well-structured way.
