New issue 2336 by [email protected]: Clicking the Control Area title bar
in an Actor Oject record opens the edit template with all areas closed

To reproduce this error:

1)Navigate to persons/organizations and select a record
2)When viewing the selected record, click on the Control Area title bar
Resulting error:
================
User is taken to the edit template, but the control area is not open for
data entry
Expected result:
================
User is taken to the edit template with the Control Area already dropped
down/open for data entry
